MATLAB: When installing MATLAB, why do I see an error stating “This app can’t run on your PC, to find a version for your PC, check with the software publisher.”

When attempting to install MATLAB on Windows 8 I get the following error:

This app can't run on your PC, to find a version for your PC, check with the software publisher.

This error occurs when the installer archive did not finish downloading completely. Since the installer is unreadable to the operating system it presents this message.

To correct this error delete the installer file and download it again. Make sure that the download completes before attempting the installation or closing the browser.
