MATLAB: Do I receive a License Manager Error -103 when running MATLAB 6.5 (R13) on Windows Vista or Windows 7

When I attempt to run MATLAB 6.5 (R13) on Vista, I receive the error:
license manager error -103

Releases prior to MATLAB R2007a are not supported on Windows Vista. If you are using the Student version of MATLAB, you will need to purchase a newer MATLAB version to operate MATLAB on Vista. If you are using a Professional version of MATLAB R13 on Vista, you can resolve this by updating to a newer version of MATLAB. If you have a Designated Computer (DC) license, or a license that contacts a network license manager, MATLAB needs to place the license file in the MATLAB folder within Program Files. In order to write to that location, you will need Administrator access on Windows Vista. There is no workaround to activate one of these license types on Vista without Administrator access.
