I am using matlab 2018b. I created my library but I didn't find that down arrow.

The “Look under badge” does not appear if the library is locked, or its "LockLinksToLibrary" property is set to 'On'. Try unlocking your library and the look under mask arrow might appear.
According tothis solution you need to mask it AND add a parameter (maybe a dummy parameter that you don't show on the dialog, if you don't need a parameter).
In order for a Subsystem to appear correctly in the Library Browser, certain Mask Parameters, such as the Mask Description, has to be defined so that double-clicking on the subsystem displays the Mask dialog window instead of its contents.
