I'm looking into the 2017a prerelease but I cant find any details on the changes that have been made. Does anyone know the details or where to find them.

Either you have access to the pre-release, in which case you should have received a link to the pre-release notes in the email telling you you can download it, or you don't, in which case we're not allowed to share these with you.
Pre-releases come with an NDA (at least for me), meaning we're not allowed to share the details of what's in them.
As a workaround, from the left bottom button of the web page, you can change the country to United States or somewhere else. The link to MCR R2017a for Windows of these countries is exe file of installer, so you can install MCR without an error.
