How can you set the vertical alignment of table cells in LyX? The right-click menu shows three choices ("Top", "Middle", "Bottom") but none of them is enabled, they are all greyed out.

You say "it doesn't work" but you did not say what effect you wanted. Your table cells are single line entries so aligning on the top or bottom line of the cell is the same thing, hence p and b work the same way. The reaction between m and \\[10ex] is slightly caustic but the behaviour of \\[10ex] in tables is fairly weird at the best of times.
What alignment were you trying to achieve?
You can use nested tabular to control the alignment and enumitem to use a list with less vertical space:

Vertical alignment of cells in LyX is TeXnically based on the
p,m, orbcolumn types offered by the array package. However, for these types you also have to specify a width.In LyX, just open the "Table Settings" window. After you have specified a width, the "Vertical alignment in row" combo box becomes enabled.
