[Tex/LaTex] Texlua: command not recognized

I have the same problem as this person before me:
Texlua not be recognized

I want to install nonfreefonts via
https://www.tug.org/fonts/getnonfreefonts/
When I'm entering texlua install-getnonfreefonts then the error occurs, that texlua is spelled wrong or could not be found.

Sadly the hint from the old question didn't help me and I'm not working on a Mac. I'm working with Windows 7 Enterprise on a Dell Latitude E7470 Ultrabook. It's a company device, so maybe I can't istall getnonfreefonts because I'm not the admin?

But my boyfriend also tried to install nonfreefonts on his private computer and he has the same problem even though he is admin on his computer.

Maybe someone has any idea? I googled the last two hours in german and english language and couldn't find an answer.

Okay, I found it out by myself.
I opened the TexLive command-line (via Start->All programs->TexLive2016->TexLive command-line). Then I put the install-getnonfreefonts file in the folder tat is shown in the command-line.
And then it worked with texlua install-getnonfreefonts.
It was mainly @JosephWright 's hint to look for the system I have installed. Then I found the TexLive command-line. So thank you!!! And thanks to David Carlisle too!

\newfont is a quite obsolete command. Moreover you don't need only the tfm files to run pdflatex, but you have also to teach it where to find the actual fonts.

You get automatically the header fonts in Helvetica by saying

\usepackage[scaled=.9]{helvet}

and write more simply \sffamily followed by a size specification: for example

\sffamily\small

where the old style says \helvix or

\sffamily\bfseries\small

where the old style says \helvixb; for slanted use \slshape instead of \bfseries. Instead of \helvxviiib say

\sffamily\bfseries\LARGE

However I suggest a different font

\usepackage[scale=.9]{tgheros}

which is very similar to Helvetica (on my system some letters with Helvetica come out misplaced). Notice the slight difference in the keyword for scaling. Adjust the number to suit your needs. The commands for choosing the font are exactly the same as before.

When NFSS2 (the current LaTeX font selection scheme) was designed, the developers decided for four "axes": encoding, family, weight and shape. They encoded four basic shapes

upright
italic
slanted
small caps

At the time, with the constraints imposed by the low memory computers available, this was probably sufficient. With senno di poi (as we say ‘hindsight’ in Italian), encoding small caps as a shape was a mistake. Packages such as libertine and biolinum load the fontaxes package that modifies NFSS2 in order to make room for a new axis. The command \textup only changes the “primary shape” attribute, but not the new axis that distinguishes between “primary” and “secondary” shapes, so the secondary shape remains small caps. The primary shape is for upright, italic and slanted.

This said, use \textulc (the corresponding declaration is \ulcshape), where ulc stands for “upper and lower case”.
