When I change the background color of a cell in a table, the color covers the borders, however I want the horizontal lines to remain.
I have a simple command \cellcolor[gray]{0.9} in my table. Can anybody help me with this problem?

As you can read in the comments there never was a problem with the tex code. The only problem was the pdf viewer. When zooming in the lines gets visible again. This will not be a problem when printing the page.
The issue you're seeing is to do with the cline command, which is detailed in Section 10 of the colortbl documentation:
If using this package you would probably better using the - rule type in a \hhline argument, rather than \cline.
So, following this guidance, we can load the hhline package and replace
\cline{2-18}
with
\hhline{*{1}{||~}*{17}{|-}}
The output is:
For reference, you might also see \cellcolor overwrites table lines and Cellcolor overwrites partial horizontal lines (\cline)

Please always provide a complete small example that demonstrates the problem. If the lines are from
\hlinethen it is not supposed to happen. If they are from\clinethen that is amdocumented feature and thecolortbldocumentation suggests that you try\hhlineinstead. With the amount of information in the question, it is impossible to say.
