[Tex/LaTex] How to make the numbering of subsections independent from the numbering of sections

I am writing a constitution for a society. I would like to have the subsections numbered independently of the way that the sections are numbered, i.e:

Section 1
    Subsection 1
    Subsection 2
Section 2
    Subsection 3

How can this be done?

You could use the chngcntr package:

\usepackage{chngcntr}
\counterwithout{subsection}{section}

Besides the numbering itself, in contrast to the remreset package, chngcntr can redefine \thesubsection for you to not include the section number within the subsection number.

UPDATE

Since 2018, \counterwithout has been in the LaTeX kernel, so loading the chngcntr package is no longer necessary.

You are using the sectioning commands \chapter (level 0) and \subsection (level 2), but not the "in-between" command \section (level 1). This is rather uncommon and possibly a misunderstandng on your part.

If you insist on using \subsection this way, you have to reset the subsection counter manually immediately after the start of a new \chapter. See Resetting theorem counters: \section and (missing) \subsection for an explanation.

\chapter{bla}

\subsection{blubb}

If you change the document class from article to book or report, your document works without error. The code in your question uses the \chapter command which is undefined in the article class. Try:

\setcounter{secnumdepth}{-1}
\begin{document}
\tableofcontents
\chapter{mwe}
\section{unnumbered subsections}
\subsection{unnumbered}
\section{roman numbered subsections}
\setcounter{secnumdepth}{2}
\renewcommand{\thesubsection}{\textnormal{\roman{subsection}}.}
\subsection{roman one}
\subsection{roman two}
\setcounter{secnumdepth}{-1}
\chapter{Second chapter}
\section{unnumbered subsections}
\subsection{unnumbered}
\end{document}

Sometimes it's good to use \addtocounter instead of \setcounter, so you could raise or lower the numbering level without using the absolute value.

Also, as you can see, I used the counter value -1 for not numbering chapters, instead of 0.

In general, I think it's a bit inconsistent to change the numbering depth within a document.
