I want to edit the environment variable TEXINPUTS but I dont know how in windows platform with Winedt. I googled it many times but I didn't get what I need.
I found how to reach TEXINPUTS by: > options -> execution modes -> variables
For example, if I want to add the directory "C:\Texproject" to the directories searched by the LaTeX, what should I type in the blank field of the TEXINPUTS?
First of all, a clarification. Adding a value in "TeX Local Root" in the Execution Modes interface (TeX Options page) does nothing more than setting a WinEdt internal variable called TeX-Local which is not used in the defaults.
You can use its value (when set), for example, for adding the local TEXMF directory to WinEdt's input directives, Tree interface and so on.
This variable is accessible inside scripts as %$('TeX-Local');
But in your case, I think you are looking for a method to retrieve the contents of the environment variable TEXMFLOCAL and this is certainly possible.
In fact, an environment variable is accessible in WinEdt scripts as %@('EnvVar');. So it suffices to use "%@('TEXMFLOCAL');\scripts" to have the path you need.
Note that in certain cases (when the above variable needs to be expanded) it might not work. In such a case you need to fully expand the path by adding @@ before it, that is to say @@"%@('TEXMFLOCAL');\scripts" (this has been introduced, IIRC, in v7.1).
I use WinEdt, and here is what works for me:
"C:\Program Files\WinEdt Team\WinEdt 10\WinEdt.exe" "[Open(|%f|);SelPar(%l,10);]"
In Sumatra click Menu/Settings/Options, then in the last box on that dialog box copy and paste the above.

Firstly, Thanks for the support by Caramdir.
After playing there are two ways for adding different search path directories:
First:
1- goto options -> execution modes -> variables
2- check on the TEXINPUTS then type in its field (e.g. in case of adding "C:\Texproject"):
OR
Second:
1- goto options -> execution modes -> PATH
2- For the first option "EXTRA PATH FOLDERS", check on "Insert in PATH" then click on the magnifying glass for browsing to any folder you want to add.
3- Select the folder, then click open twice.
The second method only add this directory without its subdirectories.
For the two methods, adding multiple directories is possible by separating each two paths by semicolon.
