I install MikTeX 2.9 on my Windows 8.1 but compilation always fails.
Which version of MikTeX is compatible with Windows 8.1?

It looks like the pdflatex executable is not found. You need to configure your LaTeX editor and tell it where MikTeX is installed, or add MikTeX to the PATH variable.
You don't need any extra binaries to install such a package. Since you have the files run tex (or latex) on pbox.ins this will input pbox.dtx and generate pbox.sty which is the package file you are after. If it is in the current directory it should just work with your document.
You can latex pbox.dtx to get the documentation if you do not already have it (the ready made pdf is already on ctan).
The error is due to the on-the-fly installation of missing packages. When the "ask me first" is used miktex tries to show a dialog and fails. This explains the erratic number of documents showing the problem.
I made a bug report. In the meantime one can avoid the crash by setting the option to "yes" or "no", and by installing missing package before the compilation.
