I am a UG mathematics student who uses latex for making short notes and am nowadays learning latex. Which document class should I prefer working on, the article class or the amsart??

Choice of the class depends on your preference. Even some people prefer article. there are some macro that I need to change before I can use this class. The same time some journals prefer specific classes designed to formats of these journals. For instance, Physics Review request to submit papers using revtex class which design paper in two column format and has special macro for extra long formula. AMS Bulletin require amsart class; and even more, they require to use newcommand instead of def because they have special publishing procedure

The amsart commands are defined to create commands \@keywords and \@subjclass, which are then used to typeset footers in the \maketitle command. You could hack the \maketitle command provided by the article class (or even better, redefine it in a class of your own) to provide similar functionality, but it's easier (and sloppier) to hack the \@title command:

These definitions are very hacky and likely require correct ordering of things (and as I said you really should either hack the \maketitle command properly or extend article with your own class). Most importantly, use \keyword and \subject after \title. But it works.

it's not really clear what the problem is here.

amsart was updated in 2009 to accept an option

\subjclass[2010]{...}

there is a large backlog of existing documents that use earlier versions of the subject classification, so versions later than 1991 must be specified as options.

if a new version of amsart is really needed, there are several ways to get it; it is part of the amscls package:

it is included in tex live
it can be retrieved from ctan
it can be downloaded from the ams server
