How to move the title of one chapter upwards on the page

I have this code:

Which gives me these two pages:

My question is: how can I move, for example, the title of chapter 2 upwards on the page while leaving the title of chapter 1 in the same place?

PS: My question is similar to this one but I would like to move the title of only one chapter upwards.

Much easier if you use the memoir class (a superset of book and report).

I've placed the header (only the chapter title) inside a box of with \linewidth, which ensure no overfull \hboxes. Then, inside that box, I place two \thickhrulefills beside the actual title, inside another box of width \linewidth+4em. Since these boxes centre their content by default, it allows for a 2em overhang on either side.

A slight raise of -1ex (or a drop) centres the heading with respect to the rules.

The dual title in twocolumn mode causes the page breaks. Perhaps you'd just be interested in setting the title manually. Below I've taken the \maketitle constructions from the titling package code:
