If MATLAB was installed as root/admin but the update installation is attempted on an account without root permissions, the update installer will fail. * No error/failure message will be displayed on the user interface. The installation log file will show "pathdef.m timestamp update failed" indicating the update has failed. * MATLAB will NOT have been modified during this process. You do not need to uninstall MATLAB. Instead, log in to an account with root permissions and try the update again.

The license path including /root/.matlab/R2019b_licenses could be a problem: they are obviously on Linux and they would not be running the software as "root" . You might need to adjust the LM_LICENSE_FILE environment variable, or you might need to delete the one in /root so that the software continues on to check the other locations.
