I would like to know the official policy for running multiple MATLAB sessions?

In general the MathWorks allows a standalone named user or network named user license to be run on up to two computers at the same time. So long as this restriction is met, the licensee may use as many sessions as he likes. Certain licenses may require additional license keys for additional computers.
Network Concurrent licenses are assigned to each user using MATLAB on a particular machine.

The MathWorks Software License Agreement can be found inside the root installation directory of MATLAB as "license_agreement.txt" or by going to the Help menu in MATLAB and clicking on "Terms of Use".
