I need to create a row vector with 15 equally spaced elements in which the first element is 7 and the last element is 40. I already tried this row_vector=[7:2.2:40] but it gives me a matrix with 16 elements and row_vector=[7:3.5-1:40] but i keep getting 16 elements

You'll get every possible matrix size with 30 or fewer elements in it. And each one will be a cell in the allMatrices cell array. It has to be a cell array rather than a 3-D matrix because the matrices are not all the same size. You'll see in the command window:
