MATLAB: Do I receive error “Unable to find a volume for file extraction. Please verify that you have proper permissions.” when trying to install MATLAB

When I run the installer on Windows I receive error "Unable to find a volume for file extraction.  Please verify that you have proper permissions." How can I resolve this?
