Check the output of the VER function. Does it list Robotics System Toolbox? If not, you don't have this toolbox installed and so will not be able to use its functions. If you don't have it installed but want it, contact your license administrator and/or go to the Store section of mathworks.com to purchase (if you haven't already purchased it), download, and install it.
It is not possible to read data out of ROS 2 bag databases using R2020b. There is a lot of focus on ROS 2 now though, so keep an eye on future releases for this feature.
