MATLAB: MATLAB Production Server dashboard not accessible after port re-assignments.

I have an instance of MATLAB Production Server(MPS) launched using the dashboard. After some port re-assignments, I noticed that my dashboard was not accessible. I need access to the dashboard restored.

There currently is a tight coupling between an MPS instance and the dashboard
- The new dashboard cannot listen to an existing instance.
- A new instance started without a dashboard cannot interact with a new/existing dashboard.
You would need to start a new MPS instance.
- Measures that interfere with the state of the components like the PostgreSQL database would corrupt the state of the running instance.
