Users are getting license manager error -39 when the USER GROUP they belong to in the server's options file is very large.

There is a limit of 2048 characters in a USER GROUP in an options file. However, if a group needs to have more users than this limit allows, a second group with the same name can be defined. Both groups will be read as one.

text is a built in function name. That could be your problem. Pick a different name, and use your actual string variable name instead of text.

What is fileID? Is it -1? If so, you were unable to write to the file, possibly because of permission denials or the disk is full or something else.
