MATLAB: Is there a function that converts GPS to Local UTC Time in MATLAB 7.8 (R2009a)

I would like a function that converts GPS (Global Positioning Time) to Local UTC (Coordinated Universal Time) time.

There are no capabilities to do this in MATLAB 7.8 (R2009a).
