MATLAB: Is it necessary to have the Fixed Point Toobox 1.1 (R14SP1) and Simulink Fixed Point 5.0.1 (R14SP1) licenses to use blocks from the Embedded Target for TI C6000 DSP ™ 2.2.1 (R14SP1) Blockset

I am trying to use a block from the C62x and C64x DSP Libraries in the Embedded Target for TI C6000(tm) DSP Blockset. However, when I try to update or run my model, I get the following error:
 Fixed-Point Toolbox is not installed. You must install Fixed-Point Toolbox
 and Simulink Fixed Point in order to use the TI C62x or C64x DSP Library
However, the product requirements for the Embedded Target for TI C6000 DSP ™ only list these products as recommended and not required.

This change has been incorporated into the documentation in Release 14 Service Pack 3 (R14SP3). For previous releases, read below for any additional information:
The product requirements for the Embedded Target for TI C6000(tm) DSP 2.2.1 (R14SP1) are incomplete in that they list the Fixed-Point Toolbox and Simulink Fixed-Point as recommended products, not required products.
The Fixed-Point Toolbox and Simulink Fixed Point are required to enable the fixed-point features of the the Embedded Target for TI C6000(tm) DSP 2.2.1 (R14SP1) such as using the included fixed-point DSP libraries or targeting fixed-point processors.
