Yes, GCC 6.3 is a supported compiler for MATLAB R2019b in Ubuntu 19.04 and 19.10. It is, however, not the default compiler in either of these Operating Systems and will need to be installed separately.
Once you install GCC 6.3 , please make sure to change the default compiler within MATLAB to GCC 6.3. For information on how to do this, please refer to the following documentation:

I am using Ubuntu 19.10 and I updated/flashed my BIOS to Lenovo's latest release for my Laptop (November 2019). I am then able to boot MATLAB normally.
There is a known bug with Microsoft Visual Studio 2010 and Windows SDK7.1.By installing the SDK after updating Visual Studio 2010, the installation removes the core compilers from the system.
