Is it possible, in fmincon, to impose that some elements of input vector are integer number?

No, it is not. Mixed integer progamming is supported by GA, however, in the Global Optimization Toolbox.

You should not change the individuals within the fitness function--this function is supposed to evaluate the fitness function, not change the individuals.

You are free to write custom mutation and crossover functions to generate new individuals however you like.

A = ones(1,4);
b = 1-eps;
Aeq = [];
beq = [];

This forces the sum to be less than or equal to 1-eps, which should be equivalent to being less than 1.
