I have an R2018b version in my PC and now I want to install 2019a. What should I do? Must I uninstall 2018b and then install 2019a? Or can I update directly?

You should just be able to go to the downloads page of the MathWorks site.
You do not need to uninstall your old version. (You can keep mulitple versions on your machine.)
I believe I have seen people with Home license mention downloading older version.
I have not found out for sure whether 32 bit versions can be downloaded for the license, but as the package was created no later than R2015a, I believe you should be able to download R2015a and R2015b. What I have not been able to determine is whether you can download versions from before Mathworks created the Home license.
