The lsim function will work to get the step response of a system, however the step function is particularly designed to do this. To set the amplitude (and other parameters), use stepDataOptions.
You might also find the stepinfo function helpful.
To find the step reponse of a system to an input that is not a unit step, you can use the LSIM function that ships with the Controls Toolbox. LSIM can be used to simulate reponses to any arbritary input.
