Some university licenses allow users to purchase the professional version of MATLAB from the school bookstore. Since the bookstore sold MATLAB to you, the bookstore is responsible for getting you a Personal License Password, or PLP.
If after talking to the bookstore you are still unable to obtain a PLP, please ask the bookstore to contact their MathWorks sales representative to obtain the PLP.
