MATLAB: How to create a training data set

I have tried to generate using MATLAB simulink and PSCAD/EMTDC software but in vain.

I want to create training cases for fault detection in Electrical power systems especially for CT(current transformer) and relays.

Data consists of N pairs of I-dimensional "I"nputs and corresponding O-dimensional "O"utput targets.

They are presented in 2 matrices with dimensions

 [ I N ] = size(inputmatrix))
 [ O N ] = size(targetmatrix)

N pairs of I-dimensional "I"nputs and corresponding O-dimensional "O"utput targets in two matrices:

 [ I N ] = size(input)
 [ O N ] = size(target)

For c classes, the columns of target are c-dimensional unit vectors.
