it can be the problem in the configuration settings of Scope block , try going to configuration settings of scope and make the sample time to -1 so it will have same sample time as of step block .
If that doesn't help , attch the simulink model , we will try to debug further .
Your solver should be fixed size, and the fixed step size can be set at simulation->Configuration Parameters-> Fixed-step size (fundamental sample time)
