Why do the following lines appear in my logfile for FLEXlm v8.0d?
 9:56:39 (MLM) NOTE: Some features are USER_BASED or HOST_BASED
 9:56:39 (MLM)   If a reread is done, and the INCLUDE list changes for these
 9:56:39 (MLM)   there is a delay of 12 hours for this to take effect.

This message is the result of a feature in the MATLAB 6.5 (R13) MLM vendor daemon.
The message is telling you that if you change the INCLUDE USER name in the options file, you will have to wait 12 hours before the new INCLUDE USER name goes into effect.
