MATLAB: Does installation halt with an “activate_matlab.exe” unknown exception error

During installation an Unknown Exception is displayed indicating that "activate_matlab.exe" could not be accessed because it was in use by another process.

If this error message is displayed MATLAB is likely installed but has not yet been activated. Activation is required before MATLAB can be used.
To resolve this issue, save any open work, close your programs and reboot your computer. Once logged back in, launch the MATLAB activation client by following the instructions in the related solution 1-614OPR "How do I manually launch the MATLAB activation client?"
