MATLAB: Can’t I activate to the license.txt file

MATLAB is asking me to Activate, and my license.txt file is being ignored. Why can't I activate to this license.txt file?

license.txt is the MathWorks Software License Agreement. It is not a license file. License files have the file extension ".lic" or ".dat." If you do not have this file, please contact your license administrator.
