MATLAB: Can we deblur a static image

I have an image containing text ,taken from natutal scene,but it is not clear ,is it possible to read the text clearly,I have uploaded my image,please help

I don't know what a "natutal scene" is - looks like computer graphics to me. The small text is difficult to read not because it's blurred but because it's so small and you have spatial quantization error. Deblurring won't fix that - it will make it worse. There's also a watermark with some text. I don't think deblurring would help with that. So I guess I'm not sure what you want to deblur. But did you type in "deblurring" into the help? If you have the Image Processing Toolbox, there's a section on that with a few methods listed that you can try.
