I have a PC with a hard disk that is encrypted. Can I use this PC as a target PC with xPC Target?

You can use xPC Target even if the target PC's hard disk is encrypted.
The Simulink model would be loaded to the Target's RAM and will run without any issues.
Please note though that you will receive a warning in this case on the target machine screen which says "No accessible disk found". This warning can be ignored if you do not want to access the target PC file system. Also you cannot save any data on the hard drive as it is encrypted.
To be supported with xPC Target, the hard disk needs to be formatted as FAT32. You can also log data to RAM from your model, unless the data you are trying to log is too large.
That depends on the version of your Simulink. Lunch your Simulink, then under Simulink Real Time (or formerly XPc Target) click on A/D, then choose the manufacturer, you will get a list of cards.
