I am giving a QGIS course. Both of my students, working with QGIS version 3.4.3 (Madeira), do not have the option to add a north arrow to their map canvas in the map layout. I cannot figure out why this is the case, and online I am not able to find any guidance whatsoever. Why is this option missing, and how can I enable it?

There's an option under Item Properties to do this, but it's only available for an Image item, not an Arrow, which may be why you're not seeing it. You need to add your north arrow from an image (Layout -> Add Image). Once you do, there's a checkbox under Image rotation to sync the rotation with your map:
There are TWO places where you have to tell it which map the N arrow should rotate with. 1 is in the layout tab for the image, under general settings, make sure reference map has the right map selected. THEN go to item properties, expand image rotation and select the sync with map option and tell it which map.
