How do I make raster layers (Tiff) transparent? To simply right click and choose properties does not work, I do not get the option of making it transparent when doing that. In the raster menu, there is a raster transparency option, but when I open this the bars are not active and nothing can be done. Is using a Tiff file a problem in QGIS 2.12, or can anyone please tell me how to do this?

A little python script like this would do it
for layer in iface.legendInterface().layers():
layer.renderer().setOpacity(0.2)
Just copy and paste that into the python console (which is shown via Plugins->Python console) and hit enter twice. The script will loop through all layers and set their opacity to 20%.
For QGIS 3.x you need a slightly different Python script because the API has changed significantly:
layers = qgis.core.QgsProject.instance().layerTreeRoot().layerOrder()
for layer in layers:
layer.setOpacity(0.2)
# Redraw the layers so you can see the effect
iface.mapCanvas().refreshAllLayers()
To set the transparency, all you have to do is what you did without setting the transparency band to band 1, i.e. leave it on "None"
For example, to make the ocean bathymetry transparent in this elevation layer:
Set the range you want (0 - 0 in your case, -11000 - 0 in mine) and leave the transparency band alone.

You have to right click on the Layer in the Layers Panel on the left and select Properties where you can then set the Global Transparency for this layer. This works the same no matter your raster or vector format.
