How can I rotate a map to -28.5 in ArcGIS Pro?
Right clicking the Layout allows you to rotate like this:
Right clicking on the actual map lets you rotate like this, but is very restrictive and does not let you type a value….

In the rotation field in your second screenshot you can type in a value, although it doesn't appear to accept decimals - 28 will work, 28.5 will not work.
It doesn't accept negative values, but you can just do range 0-360, so closest you'll get here appears to be 331 or 332
It also looks like you can use hotkeys A (counter-clockwise) and D (clockwise) to rotate the map view, and V which allows you to rotate using the mouse. These will both rotate with decimals, but also don't seem to be able to type in a specific rotation value.
The more I think about it I don't think Pro really pulls these
templates from anywhere like in ArcMap, maybe it just generates them
onClick (I could be wrong). Even if there was a place these templates
are saved I don't think adding a custom layout file to the folder
would cause it to be included in the layout window above.
Consequently, if this functionality is important to you I think you will need to submit an ArcGIS Idea. I think the title for it would be something like:
Allow Layout Gallery of ArcGIS Pro to have custom page sizes added to it

Custom layouts don't show up from the New Layout dropdown, but you can
specify the 'Import gallery path' (a shared network location for an
organization using the same templates) which will populate your org's
custom layouts from the Import Layout dropdown.
While technically this does not add custom page sizes to the Layout Gallery it does provide an additional gallery of layout templates that you can customize and access using the Import Layout dropdown.
Try importing your MXD into a new project as a test.
Then go to your Catalog pane and look under the Layouts node. If there is a layout listed there which does not appear as a view in the project then double-click it to open it.
Then look under the Maps node. If there is a map listed there which does not appear as a view in the project then double-click it to open it.
You should now have both the Data and Layout views from your MXD open as map and layout views in your ArcGIS Pro project, and be able to switch between them using their tabs.

That makes sense because your MXD by default would have had a data frame named "Layers", and the process of importing the MXD creates a map named "Layers" from that, which appears under the Maps node in the Catalog pane, but is not automatically opened in a map view.
