How can we remove the Esri logo from ArcGIS Viewer for Flex 2.2?

Logo layer is set to be visible by default.

Is there a way to turn it off?

No, the compiled version of ArcGIS Viewer for Flex does not directly support using URL parameters to turn on/off layers.

from your configuration of the layer, it seems there lost the ">" for the tag "layer". it should be as follows:
