I wish to create a single contour line of height 4.54 m from a DEM layer. Any idea how I may do this please?

I used this tutorial to create a Digital Terrain Model (DTM).
It uses as input contour shapefiles converted in raster contours that are later interpolated in DTM (looks like a continuous heat map)
It is not using QGIS but just GRASS, but it may be feasible with the Grass plugin from QGIS.
You can use the SAGA Contour lines from grid tool, and there set both the minimum and maximum to your elevation contour of choice
Here's an example with an elevation of 500 meters

Just a couple of examples are:

ContourAfter setting your input file and output filename, turn the bottom window into "edit mode" by clicking on the pencil mark. Then add
-fl 4.54in the command line. Click on [OK] button to run.(2) SAGA
Contour linesJust give your 4.54 (m) to both Minimum and Maximum Contour Value.
