[GIS] Problem with connecting remote WMS connection to GeoServer

In my geoserver admin panel I try to connect new stores – remote WMS connection:

http://mapy.geoportal.gov.pl/wss/service/pub/guest/kompozycjaG2_TBD_WMS/MapServer/WMSServer?service=wms&version=1.3.0&request=GetCapabilities

and when I try to save this store, displays errors:

Connection test failed: Content type is required for org.geotools.data.wms.response.WMSGetCapabilitiesResponse

Does anybody knows what could be reason?

Summary

Cascading WMS from the Polish geoportal is failing because the server does not accept Java as a User-Agent in the http headers.

I recommend to contact the administrators of the geoportal because this behavior it preventing the use of the WMS service with all Java based clients which are configured to send the jre version as User-Agent. IMHO it is a normal and right thing to do. It is hard to believe that blocking clients that way by http User-Agent headers from a national INSPIRE view service is intentional.

There were a couple of Issues that need to be tackled, before we use the ArcGIS Server's WMS service on top of OpenStreetMaps.

We need to call the WMS service in OSM's projection, i.e. EPSG:3857
We need to make sure that the WMS service is transparent. This was done by using layer options, where we requested images in png format, and with a transparent=true option.

I can use the following code to show he given WMS service on top of OSM layer:

WMS Image Size – How to Calculate Final Image Size from WMS?

EPSG:4326 does not convert nicely into meters, but you can calculate the lengths of latitude and longitude degrees for example with http://www.csgnetwork.com/degreelenllavcalc.html

At 54°N the length of latitude is 111304.96 m and length of longitude is 65575.75 m.

Your BBOX is 0.1537 degrees high and 0.1977 degrees wide.

HEIGHT = 0.1537 / (1/111304.96) = 17107.57235
WIDTH = 0.1977 / (1/65575.75) = 12964.32578

However, if you really want to have resolution in meters, use some projected coordinate system instead of EPSG:4326. For example UTM zone 35N should be good for Poland http://epsg.io/32635.
