[GIS] Mosaic tool not licensed

I am very new to ArcGIS Desktop in general, and am having trouble stiching several rasters together. I know that the mosaic tool can do this, but when I try to create a new mosaic dataset I get the error message:

you do not have the necessary license to execute the selected tool.

The Spatial Analyst extension is turned ON, and I have checked it several times, and it is otherwise working.

Is there something else besides the Spatial Analyst I need?

You need either an ArcEditor or ArcInfo license level to use the mosiac tool. You can use ArcGIS Adminstrator to verify and change your license level. First close ArcMap, then go to Programs>ArcGIS>ArcGIS Adminstrator. Select the Desktop folder, then check your level on the right. If ArcView is selected you will need to change to an ArcEditor or ArcInfo level license if they are available to you. Simply select the new license level and click Ok. enter image description here

You have to distinguish between product licenses and extension licenses. ArcGIS Desktop as a whole is licensed at three product levels: ArcView, ArcEditor, and ArcInfo.

In addition to the product itself there are various extensions that can be licensed. Spatial Analyst is one such extension.

If your code is running from within ArcMap there will already be a product license in use of some kind, otherwise ArcMap would not be running. That is why you are getting the first message. Typically you will only run explicit code to check out a product license in an ArcEngine application.
The second piece of code you have is going through the geoprocessing framework to check out an SA license. Unless you're in a Python GP script, this is a poor way of doing things. In ArcObjects your first code segment is the way to handle licenses.

To programmatically enable an extension in a Desktop application follow the instructions in the How to use extensions help topic. VB.NET code copied directly from the help:

Wrap the part of your code that needs Spatial Analyst extension as follows

arcpy.CheckOutExtension("spatial")

#your code

arcpy.CheckInExtension("spatial")

By checking out licenses only when you need them and checking them in, you won't hold up licences if other people need to use them. This is useful in a setting where there are fewer licenses than the people who use them in a network environment.
