Is there any way of merging lots of street data in QGIS and getting one layer for exporting it to Postgresql? I know one method using mmqgis "Merge Layer" tool. It works in Ubuntu but not in Windows. When I want to open my MapInfo .TAB file in Windows it opens but this time mmgqis tools do not work. In Ubuntu it gives "*.TAB is not a valid or recognized data source "…

OGR cannot update an existing TAB (or MIF/MID) file. It can read and can create, but not update. From http://www.gdal.org/ogr/drv_mitab.html:
MapInfo TAB and MIF/MID
MapInfo datasets in native (TAB) format and in interchange (MIF/MID) format are supported for reading and writing. Update of existing files is not currently supported.
As a workaround, consider converting to some intermediate format, doing the merge / update there, and then exporting to TAB at the end if you have to use that format.
The file you shared has 200 field, and there must be some export issue from QGIS.

Export from QGIS to Mapinfo's TAB only selecting some fields.

My guess is that some field names have non-ascii characters: if you need more/all fields, you might need to hunt down which ones cause the problem, and rename it before exporting.

MMqgis is a 3rd party plugin, you may want to try the Merge tool in the vector menu. You have also a Merge tool in the digitizing toolbar.
