I have gone into Composer and specified the page background to be transparent. It still comes out white. Is there a solution?

- Right-Click Layer Properties and select Transparency tab.
- You would have a default Row in the transparency pixel list. Delete that Row(Use Icon 3)
- If you just have to make the White part transparent, Create a new Row(Use Icon1). Enter 255,255,255 for Red,Green and white and Set 100 for percent transparent column.
- Click Apply and you are done.

Additionally, if you want to make any other color on the raster transparent, You can click the Icon2, This would ask you to select a pixel on the raster using mouse. This might make QGIS go minimized for some weird reason, but you can restore it from the taskbar. Then click the color on the raster which you want to make transparent. It would add a new row for that color and make that color transparent for the raster.
This is possible in QGIS using the print composer. You'll need to both:
Remove the background color from the map item. This is done by unchecking the "background" option in the map item's properties. (The default is a white background)
Set the page itself to a transparent style. This is done through the composition properties tab.

Steps for QGIS 3.6
A few things have been moved and renamed from QGIS 2.x (see below), this is how it works in 3.x:
Open a new Print Layout (formerly "Composer"): Menu Project - New Print Layout
Right click somewhere on the white empty page, click "Page Properties". In the right sidebar the "Item Properties" tab will be activated, modify the background colour opacity to 0.
For each map item then select it, and in the right sidebar simply untick "Background".
Steps for QGIS 2.4
First make the page background transparent in the sidebar under Composition - Page Settings - Page Background
Then for each map or item go to Item properties - Background and turn that off.
if you are trying to do this in QGIS 3.0, right click on the layout whitespace and select Page Properties. The setting to change the background is at the bottom of this dialog box.
Then you can export to a file format that supports transparency, i.e. PNG, via Composer - Export as image
