I am looking for a possibiliy to draw a polygon with specified edge length in QGIS Madeira. I already checked further Threads belonging to this question, but all answers refer to PlugIns which are not correspondig with the current GIS Version.

The standard way to add a regular polygon to an OpenLayers map is with the createRegularPolygon method.
Here's an example:
var lat = 40.12345
var lon = -90.54321
var center_point = new OpenLayers.Geometry.Point(lon, lat);
var triangle = new OpenLayers.Geometry.Polygon.createRegularPolygon(center_point, 1.2, 3, 90);
In this example the lon/lat values are in degrees (e.g., EPSG:4326), and the radius (1.2) is in those map units as well.
EDIT: If you want a circle instead of a triangle, change the "sides" parameter (3 in the example above) to 20, which gives a good approximation of a circle.
You want the concave hull or Alpha shape ?
You have many solutions (Python only, R, GRASS GIS, OpenJump,...) and in QGIS
- in the Processing Toolbox :
qgis:concavehull(Concave Hull) - in the Processing Toolbox:
r:alphashape(with the R packages alphahull) - the Concave Hull plugin

If I understand you correctly
1) Create a center point;
2) Run the
Data Analysis>Vector geometry> Rectangles, ovals, rhombuses (fixed),
see figure 1.
In the test example, I set the values in the above meters 111.2 x 22 meters (in length and width), You can also create the rotation you want, etc.
