I see that map tips in QGIS are set in the Display Panel in Layer Properties. However, I can't get the map tips to actually display on the map when I hover over a feature with the Touch zoom and pan tool. I have tried in both 2.14 and 2.18.
I'm sure that I'm missing something simple here, like, perhaps a checkbox to actually turn on the map tips? Or use another pointer?
Yes you can show features that evolve during a time period. I would suggest you to have a look into Anita Graser's Time Manager plugin to see if it does what you need:

Then, since it's Open Source we are talking about, check it's code (it's python) and adapt it to your needs (as far as I know the api is very similar), and feel free to share the result and code with others.
@Matthias Kuhn: Following your answer, this image shows my first Virtual Layer to control order of attribute table, with ultimate goal of controlled Map Tips.
Thank you again. An SQL query, came from my memo while trying to learn ogr2ogr, worked for whatever reason. But I am sure you had opened my eyes to SQL world.
