I would like to be able to create a convex hull in ArcGIS Desktop 9.x, but I cannot find an appropriate tool.
How does one go about creating one?
I am interested in answers for all license levels: ArcView, ArcEditor and ArcInfo.

If you want to control the license on a per-application basis, you could create batch files that set the ESRI_SOFTWARE_CLASS variable to either Professional,Editor,Viewer and then start ArcMap/ArcCatalog.
A SET ESRI_SOFTWARE_CLASS=Viewer statement will switch to ArcView:
And a SET ESRI_SOFTWARE_CLASS=Editor will switch to ArcEditor:
If you create the batch files, the ESRI_SOFTWARE_CLASS variable is only in scope for that instance of the application. So you could start an ArcView and ArcEditor at the same time (if the license manager has available licenses).
Alternatively, a user could set a user system variable of ESRI_SOFTWARE_CLASS to the desired license and then every application would be at the same license level.

It seems to me you would be better with two types of analysis at different scales.
1) Identify larger groupings, e.g. 2 to 4 hundred hydrants for teams of individuals, perhaps using one vehicle to get to one area of the city. A cluster algorithm could do this easily enough e.g. http://edndoc.esri.com/arcobjects/8.3/default.asp?url=/arcobjects/8.3/Samples/Analysis%20and%20Visualization/Cluster%20Analysis/ClusterAnalysis.htm
2) Next use network analysis on each subcluster to assign hydrants to individual inspectors, otherwise you may find individuals are assigned one hydrant that is close as the crow flies but time consuming to reach because its on the other side of the block or river etc.
