I only have an ArcView 9.3 license at work. What's the best way to convert a large KML file to SHP format?
I tried the DNRGarmin tool to import, but the file was too large for that particular program.
I've also tried XTools and received an error right as the process was starting.
Does anyone have a reliable method?
You can clip a raster to an irregularly shaped polygon (following the polygons geometry) using the tool you tried before, Clip.
Scrolling down a little further in your screenshot, click the checkmark to enable Clipping Geometry (see image). You should have this available at v9.3; This screen is from 9.3.1
My advice would be: using FME. But you have to know the crs of the data in you dwg. Then in fme you simply drag the dwg to the workspace, add a destination dataset, and link them via reprojector transformer (use your dwg crs for source crs and LL84 for destination crs). Some features from dwg may not be supported in kml, so i would throw a geometry filter before the reprojector filter outnwhat i needed. Theres options to copy labels to the kml feature names as well if ud like to know

You could look at using some open source options. QGIS is a great source, but if you do not want to have a second GIS application, I would look at using OGR. You can look for OGRGUI, or download the suite of GDAL tools (OSGeo4W).
