I am using teigha tool to convert my dwg file into dwf file. Can anybody help to explain the procudure for the same.

There may or may not be projection information in the autocad drawing. If there is it can be read only with one of the GIS products from Autodesk (i.e. map3d, civil3d, mapguide).
You will need to either...
1. use an autodesk product to discover the assigned crs.
2. contact the originator and find out the crs.
3. convert to a format you can use (probably with no transformation), and then begin to discover the crs.
4. project the data with esri arcmap (which will create a world file for the dwg). [I don't normally use this method]
5. As Dano suggest rubbersheet (use a copy)
If you can send along the dwg or make it available for open online (autocad can open online dwg), I can take a look for you.
If there is an item in your dwg that is identifiable on the ground or another map, you can open the dwg with a free viewer (autodesk trueview), identify the coordinates at the known point and then begin to ascertain the correct prj.
the two things you are asking for don't go together.
If you want the layout it will ONLY have paper coordinates.
If you want real world coordinates it will never know the orientation of your paper (or layout).
The work around would be to get the data in the dataframe exported (using the export to cad function for each data layer you want in the drawing.
(you can add more than one layer into the tool) or compile them into one drawing.
Then use the pdf 2 cad method to get the layout information exported (without the dataframe) [you might call this a sheet template].
Then insert it into Autocad and scale it up then clip the other data to it.
If I were doing it I would use autocad map 3d to create the template, and pull in the data as shape file but unless you have access to autocad map 3d you would have problems making that work.
The other thing about this is that it does not take advantage of the Autocad sheet layout.
