Using ArcGIS Desktop v10 i am editing a "tank" layer.
It is selected as the only editable layer
It has three features all of which have circle as the diagrammatic property.
I use the circle tool and construct a new circle.
It draws nicely.
Then I save edit
Then I stop editing the layer.
Visually it turns into an oval!
Thoughts?
A possible reason for this may be that the features have been converted to graphics. This will show the points, but will not allow editing. Can you select the points using the Select Elements arrow?
If so, these points are graphics. You can remove them or turn them off in the Annotation Groups tab. Right click on your data frame in the table of contents (called Layers in your example). Select Properties and go to the Annotation Groups tab. If there is an annotation group, you can remove it or turn it off.
Note, the above screen capture is from ArcGIS 10.0. I'm not sure if it's different in 9.3.
It's not strictly read-only access. You can load data via copy/paste and import into a SQLite or SpatiaLite database. Tables and feature classes can be appended to using append or Load Data.
You can edit the SQLite/SpatiaLite data via code as Insert/Update/Delete are supported.
What you can't do is open an edit session in ArcMap.

I would say, that perhaps you are using Coordinate system, which distorts lengths/angles. Also, what are the units of your project? Are they metric? If you use WGS84 (for example), than circle with radius 1 degree may not look as a circle.
Basically: Measure the lengths in metric units (metres) in different directions and compare, if they are truly different
