Using QGIS 2.8.4.
I want to use the Simplify function so turn on the Advanced Digitizing menu. The panel displays an error "CAD tools are not enabled for the current map layer" and the error message doesn't seem to seem to change with whatever map tool I choose.
I had a read of QGIS documentation and looked for other instances on the web, but can't figure out what to do. QGIS experience is fairly basic so may have overlooked something obvious. Can anyone provide some guidance on how to turn on and use the Advanced Digitizing menu?

The Digitizing tool does not work correctly with on-the-fly reprojection.
If you need the project CRS to be EPSG:3857, reproject the shapefiles layers using Save As ... to another filename and EPSG:3857, and remove the original layers from the project. Then you can use the digitizing tool without error messages.
Once finished with digitzing, you can save back to EPSG:4326.
DON'T USE Set Layer CRS to reproject, it will corrupt your data.
I think you are hitting this bug. Basically, if you have a 3d point that you're line starting point is snapped to, that line becomes a LinestringZ instead of a Linestring. Of course, a LinestringZ cannot be saved in a Linestring column type so the error pops out. Under 2.14, the error is more explicit as it comes from the database side (if you're using Postgis):
PostGIS error while adding features: ERROR: Geometry has Z dimension but column does not
Under 2.18 and Master, the error is caught by QGIS, under the error message from the question.

Of course, the upper line doesn't get saved. You can see what happens by labeling your line layer with:
geom_to_wkt($geometry)

You don't need to use the panel to access the Simplify Feature function, you can do this from the toolbar. First enable it by going to:
Select a polygon/line layer and toggle the editing icon (shown in the blue circle) and then select the Simplify Feature (shown in the red circle):
Note: I tested this on QGIS 2.16.0-Nødebo.
