I am trying to write the information about the dimension of a vector like this
$M \epsilon R^N$
In the paper, they write it nicely, it looks nice. However, I am not sure what I am doing wrong, but it doesn't look good. Suggestions?

There are two ways to write IPA symbols in LaTeX. One uses regular pdfLaTeX and the tipa package; the other uses XeLaTeX or LuaLaTeX and you can enter the symbols directly into your source, assuming you have the correct fonts.
The SIL Doulos font is an excellent Unicode IPA font that is widely used in Linguistics. You can download it here.. But many other OpenType fonts have a full set of phonetic characters too.
I'll outline both techniques here:

There are advantages and disadvantages to each method. The main advantage of the XeLaTeX/LuaLaTeX route is that your source code becomes much more readable. The downside of this, however, is that you need to develop techniques for entering all the characters, which isn't necessarily fast. However, if you are already used to the TIPA input method (or have existing documents) the xunicode package (which is loaded by fontspec) allows you to use most (but not all) TIPA input methods as well, so for many kinds of input you can have either.
The TIPA method allows for a faster input method at the expense of less readable source.
A first note: The equations shown below represent an identical copy of the second expression shown by the OP. Since they are not correct, according to the accepted vector notation, I apologize in advance.
From the first equation it can be easily recognized that the \usepackage{palatino} and \usepackage{mathpazo}has been used, because of the typical italic setting, so with a basic MWE the bold faced variant could be defined as you like:

As you can see the plus and equal sign are smaller by default. To change directly these operators inside the old font would require some kind of sorcery that at the end won't match a default setting.

I think you want to edit the style of fonts and symbols, but unless you give graphical details of what you want to achieve it is difficult to do it. The symbol for "belongs to" is obtained with
\in. Then you can play with\mathcalif you want stylized R:This looks like:
